Why is my consent state not updating in Google Tag Manager?

Consent states may remain unchanged when your banner records a choice but fails to communicate it to GTM, or another implementation overwrites the update.

Check these possible causes:

  • Disabled integration: your CMP’s Google Consent Mode support is not enabled.

  • Missing update: the banner’s callback or consent template does not send the new values.

  • Incorrect mapping: banner categories do not match the intended Google consent types.

  • Conflicting scripts: another plugin, container, or consent command resets the state.

  • Timing issues: an update occurs too late or is interrupted by page navigation.

  • Unpublished changes: the live container still uses an older configuration.

Use Google’s consent troubleshooting guide to compare default values with the latest update in Tag Assistant. Check each permission separately: accepting analytics should not automatically grant advertising consent.
