What Are Partitioned Cookies (CHIPS)?
Partitioned cookies let an embedded service maintain separate cookie storage for each website where it appears. CHIPS stands for Cookies Having Independent Partitioned State.
Imagine that two online shops use the same customer-support chat service:
On Shop A, the service sets a partitioned cookie to remember the visitor’s chat session.
On Shop B, the same service uses a different storage partition.
The cookie created within Shop A is not available to the service when it runs inside Shop B.
This separation helps embedded services work without using the same cookie identifier across unrelated websites. Developers request it with the Partitioned attribute, which must be accompanied by Secure.
Partitioning does not turn a third-party service into a first-party service. It changes how the browser separates storage. It also does not make information anonymous, prevent all other tracking methods, or automatically remove consent obligations.
