Do I Need a Cookie Banner if I Don't Use Cookies?

Not using cookies does not automatically remove the need for consent. A website may still use tracking pixels, local storage or device fingerprinting that falls under rules governing information stored on, or accessed from, visitors’ devices.

The EDPB’s guidance on tracking technologies explains why these rules extend beyond cookies. They can apply even when the information involved is not personal data.

If your website uses no technologies requiring consent, you generally do not need a cookie consent banner. However, collecting names or email addresses through forms can still create GDPR obligations, including providing privacy information.
